Updating

I was not playing GW for quite a while, just went in here and there to look if there was something worth noticing that happened in the world of GW, I think that I read somewhere about an armor update, and to get your armor updated you had to go to some guy and speak to him, but I don't remember where I read it, where that guy was or what his name was. If it's still possible to update armors, does that update runes and possible stat changes? If he still is available, where is he hiding?

The update to your armor is automatic through a previous update. Load up Guild Wars if you havent already since the update and it will be patched automatically. There is no NPC to change it, all your armors that are affected by the change will be at their new stats when you log in.
