I've been using this skill last month during PvP and it worked fine.
After the flux update, when I steal an Elite skill, it doesn't use my fast casting attribute.

Description: For 1...25...31 seconds, this skill becomes the Elite of target foe. Elite spells you cast use your Fast Casting attribute instead of their normal attributes.

Going to test more to confirm this. Any insight on this?gw031.jpg

It doesn't show the correct attribute level on your skill bar, but once used, it uses the Fast Casting attribute.

If that's not the case, then it's bugged.

I used invoke and it did 10 or something damage

depends on what target u used it and was it protted, etc...

Tested on the Master of Energy Denial (who has ESurge) in both the PvP and PvE versions of the IotN. The correct amount of damage was done by ESurge for my Fast Casting rank both times.
I also tested on the Master of Spirits and found Ritual Lord would not scale as such; this is to be expected since the description for SoI says only Elite Spells are affected.
Life Transfer from the Master of Hexes scaled properly.
Peace and Harmony from the Master of Healing also scales.
In all cases, the skill info didn't change to reflect this.

No bug.
