Rate my ranger (1 to 10)
This is my Ra/Mo assuming no bonuses:
Beast 9
Mark 12
Expert 9
Healing Prayer 3
power shot
tiger's fury
read wind
savage shot
throw dirt
barrage
cripple shot
heal area
The build is not unique, but I did not find an exact build on a search. Since much of the build was lifted from Ensign's posts, much of the credit goes to him.

Might want to replace Power shot with Hunter's shot for a little more "bang for the buck" .. so to speak and Heal area with Restore Life to prevent you from healing your enemies and allow you to help your team stay in a fight. As for rating? I couldn't tell you. Any build will rate higher to the person who makes it. 
It is my understanding that Beast mastery is there for tiger's fury, not charm animal. Though that does remain something of choice.

might wanna actually put charm animal in there if your planning on having a pet, its the only way to get one,...besides that you may want to think about putting a lil less in best, like say 6 +1 or 2 from a rune and put some more into your monks ability, also troll ungent from wilderness survival is a great asset to have, if your planning on playing solo just use monk spells that will heal you/your pet...let me post my build and you can see what i got on mine for reference

5) Feral Lunge - (10,0,10) Your animal companion's next attack is a feral lunge that deals +11 damage. If the attack strikes a foe who is attacking, that foe suffers from bleeding for 12 seconds.
6) Charm Animal - (10,10,0) Charm target animal. Once charmed, your animal companion will travel with you whenever you have Charm Animal equipped.
7) Revive Animal - (5,6,20) Resurrect all nearby allied animal companions. They come back to life with 230 health.
8) Read the Wind - (5,2,12) For 12 seconds, your arrows move twice as fast as normal and deal 15 extra damage.
replace feral lunge with a rez spell if playing with a group, this build will mainly be for farming tho

Thanks for the advice. After further tinkering, here is my new build, which is mainly pve that can later be adapted to pvp/gvg:

Crippling Shot is worthless in PvE. Replace it with Penetrating Attack or Restore Life (you should really have a res in there). Also, Barrage is the best shot for PvE, so you may want to consider replacing Read the Wind with it. Personally for PvE, I just go with Barrage, Penetrating Attack and Dual Shot for my attacks. The rest can be focused on stances, nature rituals, and/or heals for the team.

If you could somehow find a way to work in Judge's Insight I cant see that being an easy task... but Judges insight +tigers fury + barrage its hard to think of any way to get more damage then that . Also you could then pick up scourge healing *shrug*.
I belive holy damage from judges insite ignores armor then adds the 20% bonus?? can anyone confirm this who has actually tested it.
you can drop expertise down to 9 (after items) and it will only cost you 1 energy per skill for most of your skills. You will definatly want your marksmanship up to 10 or 11 after items since it determines the bows you can use and the % of their actual damage you do 12 = 100% 11 is less by some amount i cant find the link to the info though.

When judge's insight changes your damage to holy damage, that means that it only applies to base armor, meaning no elemental or physical bonuses. The 20% armor penetration means exactly what it sounds like.

Good point about Judge's Insight. Might be too heavy with energy usage, though, but worth trying/altering.
