Yeah, the game is split into thousands of districts and many times more instances. Players are automatically separated into thousands of shards no matter how you look at it. The issue is, can any two players anywhere in the world play together if they want? Then answer is, yes. They just meet in the appropriate district. Whether that happens to be a "home" district or an "international" district isn't terribly important. So it is one big worldwide community, not broken into pieces in that sense. It's as much one big world as it ever was. Why anyone gets worked up about picking a region is beyond me...
