Have this weird scepter, what should i do ?

Halve casting time of Death Magic (20%)
Halve recharge time 10%

Also
Koi Scepter
req 10 curses
E+5 ^50
Halve Casting time spells 10%

I would just merch the cele...high req, mixed :/
not sure about koi, maybe a few kish, but i wouldnt waste my time on it
