Gwen stopped following me

Pre Gwen will not follow me I talk to her and nothing pops above her head except the occasional “How am I ever going to get home?” She does not ask for my flowers either (same with the flute/cape). I have done her flute quest so she should be following. I even abandoned my vanguard quest but nope nothing has changed. What's going on?

Most likely you joined party with someone who completed that quest line before you did, it screws up the quest. Maybe you opened the gate for someone? Easy way to reproduce:

Create a new character and party with someone who have completed it. Now when you visit her next time you'll see she carry her red cape and flute even though you didn't give it to her, and she won't be very helpful or responsive.

She doesn't announce she's following. Talk to her, step further and see if she's following you.

If you have someone with you without the quest completed, she would probably not follow you. (Not sure about this.)
