as someone interested in the sanctity of trading i believe that the trade moderations must continue, and though there were some issues, they can be attributed to a lack of organization, and security protocol on the parts of the buyers/sellers and the moderation staff members.
i think that it would still be possible for GWG moderators to carry out trades, and with the rules and guidelines i'm about to suggest, i think it would be pretty much scam-free (unless the moderator themselves was a scammer, which is possible, but doubtful).
anyway, lets say i were a moderator offering to facilitate a trade, here is what should be expected for such service to be carried through.
Step A: each moderator who is allowed to moderate trades should post their in-game-name in the universal thread, using the exact letters.
ex. if i were such moderator i would write: IGN Akhilleus Pthius in the thread.
if a member wishes to utilize that particular moderators services, instead of typing out the name in-game, the player should copy and paste the moderators name, from the post made by that moderator, in the universal trade-moderation thread.
Step B: the user interested in using the moderation services should PM the moderator in-game, only using the names they include in their post, and ask for a trade moderation, and include the in-game-names of themselves and of the other party.
at this time each party will inform the moderator of what is to be traded for what. (this includes ALL item modifications, including item skin)
Step C: both users interested in the moderation services should PM the moderator on guildwarsguru, via the account the posted with in the moderation services thread. they should include what is to be traded for what (this includes ALL item modifications, including item skin), the in-game name of both parties, a place and time (using the timezone that the moderator runs by, which is indicated in their post)to meet and most importantly they should include a keyword that the moderator is required to type out in-game, to make certain that noone other than the moderator is on their guildwars account in-game. this is to ensure 2 things:
-that the person they have PMed in-game is in fact the moderator they wish to use, and not someone pretending to be them, or a third party using their account.
-both parties are willing to utilize the service
Step D: once the moderator and the interested parties meet in-game and all the previous steps have been passed with no issue, the first thing the moderator will do is PM each individual witht he security key-word included in the GWG PM, to ensure it is noone posing to be the moderator. once this is done first the moderator will aquire the item from the seller and make sure it has the exact modifications specified in the PM on guildwarsguru. after this is done the mod will display it to the buyer, and ask if it is indeed the item the buyer wishes to purchase; also typing out the items mods manually in the team-chat, or in a private message, to minimize the chances of mistaking a 15>50 or 15<50 item, or such.
Step E: once the buyer makes certain it is the item in question, the moderator will collect payment from the buyer, and display it to the seller (before giving the item to the buyer). when the seller indicates that the exact amount of payment (or item trade) has been received, the moderator will first give the item to the buyer, and then give payment to the seller.
at each step of the process, screenshots should be taken, so should something occur (which if everything is done properly, nothing should), it can be linked to exactly where and when something happened, and who is responsible.
if any of the 5 steps has even a slight hitch, the moderation should be called off immidiatly, either buy the parties involved, or by the moderator.

so, if the service were using heres what should happen, by example; using

and using (my IGN) in place of whatever moderators name there is.
on GWG i would post the following, in the exact form:
For your own sake, do not contact me via e-mail, or AIM/MSN, but only via in-game PMs, and more importantly, through GWG PMs.

after reading the appropriate post from the intended moderator
Buyer B or Seller A would read the post on GWG concerning trade-moderations, and copy and paste the name i posted on GWG, into the name-slot in guildwars itself, to ensure no mispellings.
after PMing in-game to see if they can do the trade, if they say yes both parties should PM the moderator indipendantly on guildwarsguru. and both parties should include what is to be sold and what is to be bought, as well as the in-game names of themselves, and the opposing trader, as well as a time and meeting-place (agred upon by the 2 parties). also, both PMs should include a (DIFFERENT) key-word that the moderator is to repeat to them in-game, to ensure that the moderator is not a friend of either party, posing to be the moderator.
the PMs should be sent to the account used to post the information, and no other GWG account indicated from the in-game name
if no response is given to the PM within a short timespan (15 minutes at most, as if you PMed the mod in-game, they should have access to GWG very quickly) call off the moderation immidiatly.
if a response is given then the moderator will go to the agreed meeting location at the time indicated, and party up with both traders.
once they meet the moderator will PM Seller A and Buyer B with their respective keywords.
so lets say Seller A PMs me wanting to sell an 8 15>50 fellblade 10:10 +30 hp for 600k gold.
if i were to agree to moderate he, and the buyer would then PM me on GWG via the account i used to make the above post on, in the moderation thread.
in his PM Seller A will include what he is trading in the following form:

once we all meet in-game and party up, i will whisper Seller A his password of "spazz" and whisper Buyer B his password of "kangaroo," when both parties feel comfortable, first i will collect the item from the seller; the 8 15>50 10:10 +30 hp fellblade, with an N/A skin.
i would then display the item to the buyer, give him some time to look it over, and PM the items stats to him, to limit the chance of duping him into purchasing the incorrect item.
after Buyer B indicates that it is the propper item, i would collect his 600k gold, after this is done i will PM Seller A and ask him if 600k gold is the propper amount (or if its a number of item trades, show him each one in turn), when he indicates yes, Buyer B will then receive the item, and afterwards Seller A will receive the gold.
both parties are happy.
