I use all three of these with a vampiric recurve bow and run 14 expertise and 14 marksmanship. I find them ideal for taking down single targets quickly which is good if its a boss or monk that you need removed ASAP.

BA = +29dmg and 5 seconds of burning which has great synergy with poison tip signet to deal heavy spike damage and leave degen on the target afterwards. Monks feel the pressure from this combo the most as they'll be stretched to try and heal themselves and their group.

SHS = +24dmg and a bonus +33 if targets aren't using a skill. The bonus damage from this skill is easy to gain when used after an interupt or from just timing the shot right. Ideal for taking advantage of interupts while still leaving the elite slot open for another skill.

PBS = +38dmg and a quick recharge makes this skill ideal for use when targets break the caster line and need to be taken down quickly. And at 14 expertise it deals high damage to a single target and can be kept in use almost constantly allowing for a "machine gun" effect.

I laugh at you mentioning this skill because its mainly Rangers that i see who use or have it on their skill bar constantly. I've never seen a monk or any X/Monk builds use this other than Rangers.
