I recently decided to find a use for this skill. I have never used it and wanted to see what I could do with it. I have not used it yet, and am asking for advice, info, and strategies before I get too far.
Ok, the things I am considering are low cost attack skills, since there is an increase in the cost from this skill. At 15 Expertise, the attacks cost their listed amount, which means you can't use them as much as with a normal build using Expertise to lower the cost. Increasing recharge would allow skills that deal high damage, but have long recharges to be used more often. So, my questions.
1) If I run this in PvE and use 16 Expertise, I get a 79% recharge bonus. If I use a skill like Distracting Shot, the energy cost would be 4 (slight lowering from the 16 Expertise and 150% increase of ED). Would this mean the 10 second rechange of Distracting Shot (10 seconds) becomes 2 seconds (~80% bonus)?
2) If I use a skill like Point Blank Shot (high damage + low cost), the recharge would become 0.6 seconds - or 1 second. Without a skill like Lightning Reflexes (IAS) a bow fires every 2 seconds (at most). Would this mean I would be interrupting a normal attack to reuse PBS faster than the bow would fire?
3) Advise on the build I am considering - and have yet to test.

12+1+3 Expertise
10+1 Marksmanship
8+1 Wilderness Survival
Rez would depend on what secondary I used, and the optional I have considered several skills. Skills I am leaning towards most for the optional are:
[hunter's shot][epidemic][mending touch]["i am the strongest!"]["dodge this!"]
The biggest thing that interested me was the chance of using D-shot every 2 seconds. Would this allow that, and would energy be a major problem? I would be using a Short Bow, as I'm already in close range for PBS.
