I recently capped ineptitude and I was using this skill bar:
Ineptitude
Clumsiness
conjure phantasm
images of remorse
illusion of weakness
leech signet
accumalated pain
Resurrection signet
12+3+1Illusion
9+1 fast casting
9+1 inspiration
Works really well

ineptitude is by far my favorite skill in the game....i use a very simmilar build
16 illusion, 11 fast cast, 10 inspiration
ineptitude, clumsiness, signet of clumsiness, conjure phant, images of remorse, energy trap, ether feast, optional
i love it because it does tons of damage and is not very energy hungry. for optional i use distortion, imagined/etheral burden, res sig or phantom pain

Illusion degen builds are generally a safe bet for PvE, but it should be remembered that builds should change to adapt to the surroundings (especially with mesmers that are very condition reliant to be effective).
As for the build itself, while I love Ineptitude, I have found it better suited for PvP and tend to run a similar build to the OP, but with E-Drain as the elite instead and focus on degen spam.

Don't forget to use Spirit of Failure (Inspiration Line) with ineptitude to farm energy back. It's like the gift that keep on giving :)

That's my lazy PVE general build, nothing too special about it really, my variation is a little different:
Ineptitude
Clumsiness
Signet of Clumsiness
images of remorse
Epidemic
Kitah's Burden
Lightbringer's Gaze/Ethereal Burden/Signet of Capture
Monk res/Sunspear Rebirth Signet/Res signet
16 illusion, 13 fast casting. I let kitah's/ethereal for energy, epidemic is great for spreading conditions, all the rest can deal decent damage, and signet of clumsiness can occassionally be used to interrupt Crossfire or what not, and is a free skill to spam.
I don't suggest using builds like these later on, but instead set up to take out the boss you're capping or whatever because henchmen can easily take out margonites on the way there with minimum help from you.

Consider Frustration, it works with attack interrupts such as clumsiness and signet of clumsiness. At 16 illusion magic you get 53 dmg from frustration added to 97 from clumsinnes, which means 150 armor ignoring damage.
Doesn't work with Ineptitude though, as it blinds instead of interrupting.
I can remember the day I capped Ineptitude, oh boy, that's elite! :p

Frustration is only triggered whenever "interrupted while casting a spell", so it don t work here ... To bad for us :'(

Skills descriptions are not always accurate, see Lyssa's Assault for instance...

Nice builds but lack balance, i m o.
My build:

Images Remrse
Power Drain
Leech Sig
Energy Tap
Now you can really dish the dmg with 2 inepts and run interupt + e.mang with it.Leech sig allows for interupt of preps and sigs too.
