Theres my general Spear pve build, most of the spear builds I've seen revolve around Aggressive Refrain, Go For The Eyes, and that 'your next attack skill causes burning' chant.

Any shout or chant that is cheap & refreshes fast enough so that Aggressive Refrain re-activates.
Soldier's Fury would be great, its cheap, recharges fast AND it also ads attackspeed but it doesnt help with runners.
You're All Alone! could be usefull for taking down runners in pvp if you use a warrior sub.
