Ok, heres what happened to me. My first charecter is a mesmer and my second one is a monk. When I started playing mesmer and did the research on skills and stuff, I thought for sure I would play Illusion magic and inspiration magic. I started playing and usuing these skills (PvE) and thought it was going good. Oh by the way I play a Mesmer/Elementalist. Then I get to yaks bend and start including some fire magic and air magic. Then as I'm fighting things all the sudden BAMM I have a full bar of elementalist skills. I don't know if this works or not but I'm currently lvl 15 in Lion's Arch and these are the skills I use.
Fire Magic: 9
Fast Casting:the rest
I have full courtly armour and use a pretty decent fire wand with a Healing ankh for energy.
Flare
Glyph of Lesser Energy
That one skill where it says (if you are usuing a fire weapon it does more dmg)
Aura of Restortion
Phoenix
Res sig
Fire Storm
Fire Ball
What i do is nuke the crap out of monsters till they die and usuing Glyph of lesser energy once in awhile if i cast like fire storm or phoenix or w/e.

Ok...here it goes...
1. Flare: It is just such an ugly spell! You do the same damage with Normal Attacks + Conjure Flame..
2. Glyph of Lesser Energy: Why leave out Fire Attunement for this?
3. Aura of Restoration: No attribute in it. Making it very weak. This is really not much healing.
4. Fire Storm: Cause enemy to scatter? All your teammates will call you NOOB!!!

Level 15 is not much of anything to be judging anything at.
Flare - is bad.
Glyph of Lesser Energy - would be good. Why don't you have any attunement?
Conjure Flame - would be good.
Aura of Restortion - WTF ENERGY STORAGE!
Phoenix - Is PBAoE.
Res sig - Is sticked to skillbar, or ELSE.
Fire Storm - Is Scatter bad.
Fire Ball - Is good.
I'd prefer to go...
Fireball
Power Drain
Spirit of Failure
Conjure Flame
Ether Feast
Immolate
Fire Attunement
Resurrection Signet
Quite a limited range for me to choose from...

Aura of Restortion - WTF ENERGY STORAGE!
It lasts 60 seconds, and returns 152% of health. FC covers the downfall.
2. Glyph of Lesser Energy: Why leave out Fire Attunement for this?
Look at the mechanics. 30% energy return on a 15 energy spell results in 4 energy (or 5, havent tested). Lesser energy saves you 10 energy on a single spell. Using it on Pheonix or FireStorm is more conservative than using attunements that are enchantments. For the attunement to pay off, you need to have spent 33.3 energy before you start to benefit from it. (30% of 33.3 energy is 10 energy, which was the cost required to cast the attunement). So with that in mind, I would go with attunement if you are casting frequently, which you probrably will with this build.

It's been so long since I've had a 15th level Tyrian Elementalist or Mesmer, I can't remember what spells you have access too.:confused:
Anyway, since you are LA, go north to Ascolon Settlement and purchase Meteor Shower from Captain Greywind.
This will allow you to drop Firestorm and prevent anyone from rolling their eyes when you say you don't have MS. The downside is the exhaustion.:(
I think Ether Feast is better than Aura of Restoration as well. But since you are only level 15 (and no +15 attribute point quests obtained), you are limited to where your attributes should go.
As for your current skill set, I cannot comment good or bad, as some of your spells are bad, it still maybe the best of what you have. As I said before, I can't remember what skills you have access to in your area (level and area in the map):o
FYI, never under estimate the power of Illusion and Domination Magic in your area. Conjure Phantasm and Empathy do well.

Since its pve empathy triggers on wand attacks too, so casters and melee really hate it. In the beginning of the game empathy+backfire never came off my skill bar :)

Ok thanks a lot. But one more thing, i was looking up some skills and i found one called Mark of Rodgart.(look it up if you dont know what it does) It seemed like if i cast this then i could keep using something like flare and have them on fire constantly until they die.
I dont know if this works or not but could you tell me.

You're still using flare? After all the flames that said you shouldn't? Mark of Rodgart is also another ugly spell, because it cost 25 energy and you're primary mesmer!!

Until you get ascended and unlock more skills, you basically just have to use the least worthless spells at your disposal, as others have said. Once you get further, you might want to try something like this for a Me/E:
FC 10+1+1
Fire 12
Inspiration 8+1
Fireball
Rodgort's Invocation or Meteor (lower cost, but causes exhaustion)
Meteor Shower
Bed of Coals (use immediately after MS) or Ether Feast (self-heal, if needed)
Glyph of Renewal {E}
Fire Attunement
Energy Tap or Power Drain or Drain Enchantment (depending on preference/zone)
Res Sig
Notice that there are no spam spells in this build, because spamming is not an efficient way to deal damage. Rather than wasting loads of energy on single target damage with Flare, this build invests in hefty AoE attacks that can be devastating when mobs are properly aggroed.
After trying both builds, I greatly prefer GoR over dual attunements and Arcane Echo. This build is much more flexible and isn't very vulnerable to enchant stripping. What's more, GoR allows you to cast MS twice as often as Arcane Echo does, not to mention costs less to cast and having a shorter recharge.
As long as you only cast MS or Meteor once every 30 seconds, you'll have <10 exhaustion. However, 20 or even 30 exhaustion is manageable with practice, especially if you have a positive energy focus swap. You can use GoR on your energy management skill too if necessary.
