Wow Powerblock gets suck low ratings? As a PvP monk first who has rescently gotten into the mesmer profession, nothing screws things up more than a good mes with powerblock.

So overall it's the energy management skills that scored highest, because of their usability in multiple classes and that most builds don't need to rely on an elite. The top overall elites that are not energy management are :
Ineptitude (PvE and 4v4 TA)
P Dist (4v4, 8v8, certain missions)
Expel Hexes (4v4, 8v8, anywhere with hexes)
All scoring 9. Coming in behind are surge (strong pvp use, somewhat diminishing though, and weakish pve), echo and recovery (both powerful but not as solid as the above three), IW (got a 8 for farming potential in PvE, but practically nil PvP), with 8.
Powerblock took a hit to 7 because it has very weak pve potentials in my opinion, and can't knock out skills like P Dist can in PvP. Migrane also took a hit down because most skills that can be interrupted with migrane, can be interrupted without it, and stuff that cannot be easily interrupted (RoF), isn't really made much easier with migrane. Much rather go PD / Pblock for interrupt elite (or even echo with cry :p)

Np, m8, I was planning on eventually factoring the scores in and getting some sort of avg rating tho. But I kinda get the drift. Is "meh" or "bleh" better? :D Also is "awesome" a 9, and "godly"/"ill take the world over with this skill" a 10? :p

Bleh is at the bottom, a skill I'd never use (0-3), Meh is average (4-6), Awesome is...well awesome (7-9) and Godly is at the top (10).

Personally I don't think it is a bad skill, and I've found it extremely useful in GvG and in AB. Nonetheless, Ethereal Burden does the same job, it isn't an elite, and you get energy back from it.
Inspiration:

Useful mainly running as a 2ndary mesmer. That isn't to say that it doesn't work as a mesmer primary, but it is the type of elite I run when I'm concentrating on my mesmer's 2ndary profession. Having said that I can see the potential for it to be a real winner in a high energy domination line skill bar.

Never actually used this on my mesmer... Actually that isn't really right, I used it on a fun build to echo blackout.

Once again a reasonably untried skill for me. I see the potential for this skill really owning a bonder though.

Love this skill. It is a winner for certain PvE maps where a single mesmer is used for a very specific purpose, normally that of shutting down high damage-dealing casters. Terrorwebs get owned by this skill.
Illusion:
Fevered Dreams 4
This skill is only useful in one or two team setups. 9/10 times those team setups will not be the best idea for any PvE map. Might have potential in GvG, but not in PvP.
Illusionary Weaponry 7
Fun skill. Nice to run in TA, even in RA. Useless in PvE with the sole exception of soloing.
Ineptitude 10
Love this skill. Most effective against warriors, rangers, and assassins, but it also works against casters. This is THE PvE skill to have when running illusion.
Migraine 7
Nice skill for PvP, however I've not found it to be all that useful in PvE. When I run interrupt I would hope that I would be able interrupt without having to use this.

Yet another skill that is potentially more useful for mesmer 2ndaries than mesmer primaries. Has real potential though for Me/N or N/Me, with plague touch and epidemic.

I'm a mesmer. Only time this is any real use is against another mesmer and even then... I do see the potential use for this against monks in PvP, but there are some many other skills that could be taken.

Recurring Insecurity 7
Another skill that can be extremely useful if run with the right team. Personally don't recommend it for PvE however, as even if you are running a hex heavy build there are other (IMHO) better elites to take.
Shared Burden 5
Crowd control. Useful in PvP/GvG, however water eles are capable of the same sort of thing, and it doesn't take them an elite.

This skill can be surprisingly useful in certain PvE areas.
Power Leech 3
Not overly fond of this skill. Why, interrupts and damage for casting in the one skill, enough said. It just doesn't last long enough to do any real damage. There are better energy management skills around.

Nice one for monks to carry. Nice for mesmers to carry if they are running buff/debuff build.

Don't like this skill, never will, but might serve a purpose in messing up bonders.

This is probably really the only build where it is 100% necessary. Most other (signet based builds - which is where it might be used) can take other, better skills. In all other builds energy management (IMHO) can be handled so much better by other skills.

I'll presume you haven't used an ele to solo farm Koosun or to kill Shiro? Arcane Echo + Echo + Celestial Storm = teh pwnage
I haven't been using my mesmer a whole lot recently, but Echo Shatter Hex seems to be keeping my guildies happy in FoW :p
As for Expel. I had a PUG to FoW where the ele had brought Expel... that skill alone made it possible for the 4 remaining members to clear half the Burning Forest.

I've seen some very strange ratings. Here are mine.

Energy Surge- 8
Decent enough, I suppose, if only for its massive area of effect. I'm not a fan of it, but in GvG it does tend to have a large pressure element (especially for pesky warders, with 4 enemy characters suddenly taking 80 damage or so).
FC:
Mantra of Recovery- 9
Honestly, this is a great Elite. One of the few Mesmer skills which can enable you to consistently shutdown multiple targets, non-stop. Hint: Backfire, Guilt, Shame and Diversion. Though an interrupter screws you up like nothing else.
Illusion:
Crippling Anguish- 7
Fairly good Elite. Decent degen coupled with devastating effect. Slowdowns in Arenas are very good. Can also be used in a Mesmer ganker in GvG.
Inspiration:
Energy Drain- 8
Excellent energy management, for Monks and Mesmers alike. It's good for Arenas, Scrimmages and to a lesser extent GvG (though you'd want Surge in GvG with something like Drain Enchant for E-Management).
None:
Echo- 5
I've always been a great fan of Echo, since I like chaining Arcane Larcenies and such. Personally, just from bias, I'd give it something like a 9, but it's not really that good of an Elite compared with the others.

Decent enough, but you need to cover it. In any case, it'll be quirky to pull out in Arenas, but not really suitable for GvG.
Power Block- 6
Good if you can Block, then switch to another target and interrupt that target. Requires some skills to use, but can be devastating in the hands of a skilled player. I suck at interrupting (as Avarre no doubt knows), so I don't bother with this skill.

Good for PvE, fair in Arenas, but pretty useless in GvG. The damage boost was a huge help, bring something from near-uselessness to a decent damaging skill.

I personally hate Migraine, but it's decent enough for pressure builds, anyway. The degen is pretty much all you use it for, and the slower Guardians and such. But if you're using Migraine to interrupt...stop playing interrupt.

Honestly I hate this skill. Very good for boon-prots, but on a Mesmer you're better off with Energy Drain. And that's the perspective I'm doing this from.

It's hilarious in Arenas with Plague Sending. I managed to keep 3 Warriors blinded consistently once, with ALL of them trying hit me. I just cast Spirit of Failure and reaped in the energy while my teamates did the work. But outside of Random Arena, it's too easily removed with 15 seconds of recharge.

Meh, decent enough. It's fairly good on an Elem with a large energy pool. Using Arcane Thievery and Larceny before hand is a good tactic.

Nigh useless. It works only when their SKILL is interrupted, despite the description (I sent an email and they confirmed it).

Is actually decent with Arcane Echo and another Languor Mesmer, even in GvG. However, there are better skills to use. Diversion and Mantra of Recovery comes to mind.

Not really that useful. I've personally never used it though.

Good only for SB/RI spike. Otherwise, it's completely useless.
Shared Burden-7
I don't get why people give this skill such a low mark. With Mantra of Persistence and a cover hex like Suffering, it's actually decent. It lasts for around 30 seconds with Persistence, allowing it to overlap. Allows for a faster Air Elem as a runner.

Pretty bad considering all the enemy has to do is to stop targetting you. Decent in PvE, I guess.

Once again, I guess it's decent in PvE, but in PvP it really doesn't have much applications.

This skill is actually a good substitute for Gaze of Contempt and such in a spike build. It also rips through AoE Smiters like nothing else.

I watched a few HoH matches last night and saw a Mes running IW, LOL. She was so ineffective I almost fell out my chair laughing. It went something like this: Mes casts IW, casts Conjure phantasm, runs in, hits flurry, gets about 3-4 hits in, a few members (usually just 1 ele and 1 war) of the opposing team target the over extended Mes and she drops like a sack of potatoes. She would eventually get res'd and off she'd go- casting IW, hitting flurry, eating dirt...it really was funny.

Energy Drain 9 - Energy management and denial all in one. If you can't find any other mes elite to use, this is your fallback.

Echo 3 - if I want to use a skill twice, Glyph of Renewal please. Arcane Echo isn't much worse than this as long as you precast.

Panic 3 - not really useful except in very hex-heavy builds. Expensive.
Power Block 5 - long recharge, but great in the hands of a skilled PvP mesmer

I hate people who just raise Gaze of Contempt as a subsitute for Shatter Storm. It's not. Against AoE spammers, there is no skill more potent than Shatter Storm for destroying their enchantments. Gaze simple has too long of a recharge, and you're also swapping out a Mesmer for a Necro (who is far less useful utility-wise) than a Mesmer (and a Mesmer needs a Monk secondary to keep the hard res anyway). You COULD run two Mesmers, but honestly you'd be better off with Surge then. There are better Elites on a Mesmer, sure, like Expel, but Shatter Storm is not completely useless.
